TL;DR: The Baron's brutish elder nephew — the cat's-paw governor of Arrakis whose terror-rule is the cover under which Feyd-Rautha will be sent in as 'savior'.

Snapshot
Broad, muscular, brutish, short-sighted. Installed by the Baron as siridar-governor of Arrakis in Chapter 31 with explicit orders to bleed the planet. Too thick to recognize that he is the cat's-paw. Off-screen after Chapter 38; presumed killed in the worm-cavalry assault though the novel never explicitly closes on him.

Count Rabban Harkonnen. Siridar-governor of Arrakis Chapter 31 through Chapter 38. Elder nephew of the Baron. Older brother of Feyd-Rautha. The visible Harkonnen brutality across Book Two.
Personality
Brutish, short-sighted, sadistic in a way that is more reflexive than calibrated. Where the Baron is decadently cruel, Rabban is just cruel — the difference between an architect of suffering and a fist.
What they want
His uncle's approval. The governorship. The pleasure of the squeeze.
What they fear / hide
Demotion. Public failure on Arrakis. Being Feyd's stepping-stone rather than the Baron's heir (he never sees this fear clearly).

Visual identity
Broad, blunt, heavy. Square-heavy face with a low forehead and a massive square jaw — built for taking blows. Dark near-black cropped near-shaved hair. Dark heavy straight brows tending toward a unibrow, with a very prominent supraorbital ridge throwing deep shadow over the close-set dark-brown eyes. Broad flat broken nose. Thick lips lower-fuller in a permanent slight sneer. X-shaped pale scar at the centre of the right cheek (a gladiator's mark) and a chipped front tooth. Pale Giedi-Prime sallow skin slightly weather-tanned by Arrakis. Dark Harkonnen-purple combat tunic with the Harkonnen-griffin in gold at the breast and the siridar's gold sash across the chest.
