Paragraph summary

Underwater. Gratas surfaces once, twice — and the dolphins are there. The same delegation that took the field against the whales now closes around him in coordinated, unhurried purpose. They do not need to be ordered to do this; their settlement with management was, among other things, a clarification that island defense was on their terms. Gratas does not come up a third time. On the pier, Charlie and Mathilda watch the water go still. The Convocation detail does not move; with their principal in the water and Mathilda's people in better positions than they realized, they have no live play. The chapter ends with the harbor at noon, gulls, dark water, and a small group of dolphins in graceful formation drifting back toward the lagoon.
