Why merged
Balance of Power is Bassham's named diagnostic in Ch 4 for the equilibrium state among the three Mental Processes — but the Three Mental Processes guide already encodes this directly via the equilateral-circle composition, the three level scale-balance plates, and the equal-size rendering of the three rings. A separate Balance of Power image would duplicate the master-diagram's central visual statement.

Specific aspect Ch 4 contributes
Ch 4's contribution is the named diagnostic — Bassham gives the in-balance state a name ("Balance of Power") and discusses how out-of-balance Self-Image regulates against breakthroughs. The Three Mental Processes visual already carries the in-balance state; an out-of-balance variant could optionally be rendered later as a chapter image for Ch 4 (rings of unequal size, scale tilted) but does not warrant its own concept-character guide.
